Java is a free download. So is C++, if you download the GNU version from http://gcc.gnu.org/ In fact, all the GNU compilers are free. They have Pascal, C, C++ and others. Perl is free, as are Python and Ruby.
As for which is best, it all depends upon what you want to do, how important cross-platform support is to you and many other factors. If you're a newbie, I'd recommend C, C++ or Java to start. The GNU C/C++ compilers are good, and you can get all Java related tools from java.sun.com along with documentation.
