You should be able to get those CDs from HP. Usually you only need to pay for shipping. Have you double-checked with them already?
If your computer is still working, some manufacturers give you the option to create recovery discs yourself. Check if you have this option under program files.
Also, you might have the recovery already stored on a separate partition on your HD and all you have to do is reboot the computer and hit F10 to run the recovery (in this case you don't need CDs).
Be careful though, because you will probably loose your data. So backup first.
